LONDON—British Prime Minister David Cameron announced Tuesday major revisions to his planned changes for the state-run health service after his original blueprint drew criticism from doctors and members of his own coalition government, who claimed it amounted to a partial privatization of the system.

Mr. Cameron's changes tone down the previous emphasis on boosting competition from private-sector health-care providers. They also relax a previous 2013 deadline for general practitioners to take control of annual budgets, and allow a wider group of health-care professionals, including nurses, a say in these budgets.
